Please take a look at what I jot down about our conversation today.
I have no intention to blame any of my innocent and kind neighbors for being fooled by government. If I were among them, I would have done exactly the same thing in order to protect our great country and guard our neighborhood safety. On the other hand, however, I have to specifically describe in detail of “Where, When, What, Who, Why and How”about the government-controlled harassments toward me, in orderto facilitate future investigation.
In dealing with my neighbors, I found them very nice decent persons having considerate heart.

I coincidentally run into Jason Cottone's wife Holy, who was walking along the sidewalk, when I was pushing mowing machine just out of garage door around 11:10 AM. We had short conversation.*(1st note below)
Then I went to Mr. and Mrs. Jason & Holy Cottone’s house located at 1141 Casablanca Circle (less than one minute walking from my house) around 11:30 AM and talked to Jason, asking him to pass on my following words to government
- It is illegal to install cameras inside a private residential house unless the government agency got court permission, based on Foreign Intelligence Surveillance Act (FISA)**. ( 2nd note below)
- If they already got the court permission, their indoor surveillance can only be used for monitoring purpose, and cannot be used for some other purpose, say arranging a “coincident” encounter or intimidating.
- I usually go upstairs around 9 PM. What a coincidence! I always see a vehicle passing by my front windows with strong headlights on when I am going upstairs after turning off the lights on the first floor. It was 9PM, and Heritage Way - the street I am living in - is a very quiet street during night. Actually, I noticed many times no vehicle passing by for about 30 minutes before I go up. What a coincidence, here it comes when I am in the stair. The man-made “coincidence” makes me feel threatened.
- FISA was designed for uncovering possible espionage case. If you intentionally make the person under suspicion aware of your 7/24 surveillance, how can you collect necessary evidences and arrest the spy? The only explanation is that you already clearly know I am not a spy, and then you want nothing but intimidating me and making me live in fear.
Is this doing constitutional?

A couple of years ago, Jason and Holy with their two kids frequent "coincidentally" appeared on the sidewalk behind me when I had just stepped down out of my front door. We both tried our best to have friendly conversation. I haven't seen the family for a long time. Only last week on 10/4/2008, Saturday, around 8 AM we coincidentally run into each other again at the corner ofLions Creek and Casablanca Circle. They were in a SUV going out, and I was jogging back home.

FISA makes it illegal to intentionally engage in electronic surveillance under appearance of an official act or to disclose or use information obtained by electronic surveillance under appearance of an official act knowing that it was not authorized by statute; this is punishable with a fine of up to $10,000 or up to five years in prison, or both.
